The province's, and Surrey adds none of its own. BC treats any credit with an APR above 32% as a high-cost credit product, and anyone who offers or arranges one needs a licence from Consumer Protection BC; the federal cap is 35%, so a loan priced between the two is legal but licensed, and it is worth asking any lender quoting above 32% for its licence. A payday loan is regulated separately at $14 per $100, and the payday loans in British Columbia page sets those rules out. What decides your cost is which product you are routed to, and that is decided by whether you can repay on your next pay date.
